Falls Township Data Centers

Amazon is creating a massive (3M+ sq. ft.), 11-data-center campus in Falls Township at the Keystone Trade Center.

While official numbers have not been publicly disclosed, Falls Township Board of Supervisors Chairman Jeffery Dence said in September 2025 that the data center was expected to be a roughly 600-MW site. However, it is unclear whether this is only inclusive of the 1M+ sq. ft. data center or if it includes the second site, which is a planned “data infrastructure campus” with 10 primary buildings also at the Keystone Trade Center.

Protect our air, environment and energy bills.

Massive data centers are already straining the PJM (regional electric grid) system. Additional strain could lead to higher energy prices and bringing more fossil fuel energy generation online, polluting our air. PJM’s independent market monitor has already raised concerns related to the PECO-Amazon agreement.

Water Use

Data centers are known to use large amounts of water for cooling.

There is limited public information about the extent of potential water use from the data center. Key questions include where the site will source it’s water and the water will be discharged.

Why it’s important

Protect our water.

Large data centers can use hundreds of thousands or even millions of gallons of water each day. Not much is known about how much water this data center will use or where it is coming from.

Air Quality

The site is in the application process or has been approved to use hundreds of natural gas and diesel emergency generators. The planned data center is also near the Fairless Energy Center, one of the worst polluters in Pennsylvania.

While the Amazon data center’s generators are only for emergency use, in the last year, with the approval of the U.S. Department of Energy, PJM has directed data centers to use backup energy because of strain on the grid. This raises questions about what actual impacts of data center emissions will be.

The PA Department of Environmental Protection (PA DEP) approves air quality permits for generators.

Already Approved:

• 72, 2.75-megawatt (MW) diesel-fired emergency generator engines

• Two 1,000-kilowatt (kW) diesel-fired house emergency generator engines

• Two 50-kW diesel-fired house emergency generator engines

Pending:

• 280 natural gas-fired critical emergency generators with add-on emission control devices

• Three ancillary diesel-fired generators

Why It’s Important

Protect our air.

The Pennsylvania constitution promises us the right to clean air, pure water and the preservation of the environment. We want to be sure that any data center development is done responsibly, so our kids and neighbors can breath fresh air without fear of the impacts of pollution.

The concerns around backup power generation surround regular testing and the possibility for increased use under grid strain. We also want to be sure that there are not circumstances that lead to adoption of additional non-emergency power being built at the Keystone Trade Center, as there is growing research about the health impacts of data center air pollution.

The Better Data Center project notes that "

For many, the term “backup generator” is associated with use only in the case of emergencies like extended grid outages (“blackouts”). Increasingly, we are seeing data centers use generators for more than these types of unforeseen emergencies, raising potential concerns for air quality, noise, and community impacts, particularly in a period of deregulation and weakened environmental and public health protections."

Noise and Vibrations

Falls Township granted a noise variance for data centers at the Keystone Trade Center, exempting them from noise regulations at the property line under the zoning code.

Hyperscale data centers are known noise polluters and often maintain a persistent hum.

"The health impacts of noise pollution include long-term risks such as heart disease, permanent hearing loss, and tinnitus; chronic effects such as hypertension and endocrine disruption; and acute effects like decreased sleep quality and temporary hearing changes.” The noise can also be particularly concerning for children.

Delaware River Basin Commission (DRBC)

Delaware River water withdrawals from the former U.S. Steel (USX) site from 1987 to 2025. At its peak usage in the records (1988) U.S. Steel was taking 70.99 billion gallons of water from the Delaware River. In 2025, the site withdrew 432 million gallons of surface water.

Board Approves Data Center Proposals

The Board of Supervisors approves amending previous approval for a 1M sq. ft. warehouse for data center use instead, as well as changing 3 M sq. ft. of warehouse space across 4 buildings to 10 main buildings on 247 acres for a "data infrastructure campus." The township and developers have not clarified if these are 10 additional data center buildings or supporting equipment for the 1M sq. ft. facility. However, the low-resolution drawings of the second site look similar to images of other planned data center campuses with multiple clustered data centers.

The Department of Environmental Protection invited comments in June on an Air Quality Plan Approval Permit covering the

installation of 72 - 2.5 MW diesel-fired emergency generators (180 MW total) and two 750 kW diesel-fired house emergency generator engines at the new Amazon Data Services Inc. data center in Falls Township, Bucks County.
